DARE: Developmet, Abilities, Resilience and Equity for an independent life of people with disabilities
Pro ACT Suport Association, in partnership with FARA Foundation, Rehabilitation Foundation Speranta and International Organization for Democracy and Human Rights Norway, received funding of EURO 149,996 through the Active Citizens Fund Romania Program for the implementation of the project "DARE: Development, Abilities, Resilience and Equity for an independent life of people with disabilities".
The project's implementation period is March 1, 2022 to August 31, 2023. The total value of the project is EURO 196,606.
The DARE project addresses the continuing shortage of services for people with disabilities, both in the residential system and those at risk of (re) institutionalization.
The DARE project is in line with the objectives of the project of National Strategy 2021-2027 on the rights of persons with disabilities, and it has two directions:

The flexibility of the standards for regulating the functioning of social services such as Protected Housing (PH) and Center for Independent Living (CIL) according to Annexes no. 1 and no. 2 of the "MLSP Order no. 82/2019 on the approval of specific mandatory minimum quality standards for social services for adults with disabilities";

The introduction of a new service - the Supervised Independent Living Service (SILS) following a 12-months piloting and the addition of the supervised independent living phase to increase resilience and social inclusion and reduce inequities. SILS is intended as a form of support for people with disabilities who have experienced life in the residential system, driven by the rigors and limitations of the institution. The advantage of the SILS is that it provides a safety net for people with disabilities in search of autonomy and a fulfilling life in the community.
Beneficiaries are people with disabilities who have gone through the experience of institutionalization and who decide to build their destiny in the community, as well as people with disabilities who live in the community. They all need individualized support tailored to their needs, to develop autonomy and the ability to responsibly build a community life where they pay their rent, utilities, they maintain their home, they cook, they develop a social support network, and they organize their life and schedule independently.
The project aims to develop advocacy activities by coordinating resources, capitalizing on the experience of non-governmental organizations, professionals, and the life experience of people with disabilities for social inclusion, supporting independent living in the community, and increasing capacity and participation in making decisions that affect their lives.
The main activities of the DARE project consist of completing a social diagnosis on the issue of people with disabilities and a comparative analysis of the legislation, revising the standards for PH and CIL, piloting the SILS and elaboration of a proposal for its standards, organizing public discussions, holding a bilateral meeting with the participation of the Norwegian partner, and organizing a training course on topics of advocacy and leadership for the synergistic capitalization of the experience of professionals in the field, people with disabilities and decision-makers. The experience of working within the DARE project will be materialized in a public policy document that will support the changes proposed by this project, thus ensuring a continuum of support to which the disabled adult has access.
The role and responsibilities of FARA Foundation: ensuring internal and external communication; realization of social diagnosis and comparative analysis; participation in the revision of standards for Protected Housing (PH) and for Centers for Independent Living (CIL), piloting the Supervised Independent Living Service (SILS) in Suceava and Popești-Leordeni, Ilfov County; participation in the elaboration of the standards for the new Supervised Independent Living Service (SILS); organizing public debate sessions in Suceava and Popești-Leordeni, Ilfov County; involvement in advocacy actions to implement the proposals included in the public policy document; coordinating a participatory process involving local and national partners to ensure that their perspectives and experience are leveraged in the standard-setting process, ensuring the operational management for the implementation of DARE projects’ activities in Suceava and Popești-Leordeni.
